Beneficiaries, verification and disbursement

Government Scheme & Subsidy MIS

Public sector and governance is an established practice for us — we have delivered digital platform work for a state agriculture fund and management information system work for a state agri-fund programme. This solution packages the pattern those programmes share: a controlled beneficiary registry, a verification chain that holds up to audit, and reporting that reaches the department rather than stopping at the district.

The situation

What this exists to fix

  • Beneficiary data sits in district spreadsheets that cannot be reconciled into a state picture.
  • The same applicant appears several times under slightly different names, and nobody can prove which record is correct.
  • Verification happens on paper, so there is no evidence of who checked what, or when.
  • Disbursement status is reported upward by phone and email, days after it changed.
  • Grievances arrive through several channels and are tracked in none of them.
  • An audit requires reconstructing a year of decisions from files.

The platform

9 modules, one data model.

Each module is purpose-built, and all of them share one record, one user directory and one audit trail.

01

Beneficiary registry

A single controlled record per beneficiary with deduplication, so the state count and the district count are the same number.

02

Application intake

Applications captured through the web, assisted entry or the field app, with validation at the point of capture and supporting documents attached to the record.

03

Multi-level verification

A verification chain across village, block, district and state levels, each step time-stamped against a named officer, with return-for-correction rather than silent rejection.

04

Eligibility and sanction

Scheme rules applied consistently rather than interpreted per district, with sanction recorded against the rule that produced it.

05

Disbursement tracking

Status from sanction through to payment, so the position is visible as it changes rather than when it is reported.

06

Field verification app

Mobile capture for officers doing physical verification, including photographs and location, designed to work where connectivity is poor.

07

Grievance redressal

Grievances logged, routed, tracked to resolution and reported on, in the same system as the case they concern.

08

Dashboards and reporting

Programme performance by district, block and scheme, with drill-down from the state view to the individual record.

09

Roles and audit trail

Role-based access across administrative levels, with every creation, change, approval and rejection recorded against a user and a timestamp.

What you receive

How it is delivered

Scoped per programme scale and administrative hierarchy

The plan we quote, with the gates where you sign off before the next stage starts.

  1. 01

    Scheme and rule discovery

Eligibility rules, verification chain, administrative hierarchy and reporting obligations.

  2. 02

    Data model and workflow design

Registry structure, case workflow and approval gates.

  3. 03

    Build

MIS, field app and reporting against the agreed model.

  4. 04

    Migration and onboarding

Existing beneficiary data imported, deduplicated and reconciled.

  5. 05

    Rollout and training

Phased district rollout with training for administrative and field staff.

Integrate, don't rebuild

Built on services that already work

We build and own the application, the workflows and the operations. For infrastructure we integrate proven managed services rather than untested in-house equivalents — lower deployment risk, faster launch, and infrastructure billed at real usage.

  • Payment and disbursement systems
  • SMS gateways
  • Cloud infrastructure
  • Reporting and BI tools

Questions

Asked before every engagement

Deduplication at intake against the existing registry, plus a reconciliation pass during migration. It is worth saying plainly that this is the hardest part of these programmes and the one most likely to surface uncomfortable numbers — which is exactly why it should be done before rollout rather than after.

That is the normal case, not the exception. The field app is designed to capture a verification locally, including photographs, and reconcile when the device reconnects. Validation happens at capture so an error is caught in the field rather than at the district office.

The audit trail records every creation, change, approval and rejection against a named user and a timestamp, which is what an audit asks for. Specific statutory and departmental requirements are confirmed in discovery rather than assumed, because they differ by state and by scheme.

We track status through to payment and integrate with the disbursement system you are mandated to use. We do not move money ourselves, and any vendor offering to is worth a second look.
